Colorado Youth Advisory Council (COYAC)
The Colorado Legislature established COYAC in the 2008 legislative session. Their primary purpose is to “examine, evaluate, and discuss the issues, interests, and needs affecting Colorado youth now and in the future and to formally advise and make recommendations to elected officials regarding those issues.” (HB 08-1157) There are 40 young people serving on COYAC, ages 14-19.

Stuart- Mandy- you should have sent email to both Stuart and Anthony so we knew what was happening as well.

Business Meeting on March 22nd, 2010
The meeting was called to order in the Auditorium of the Colorado History Museum at 8:25 in the morning by Youth Co-Chair, Stuart Jenkins.
It was determined that the number present was 23, making the super majority 16.

Communication Committee Meeting March 22nd, 2010
We began with the COYAC Leadership Interim Communication Proposal that Stuart Jenkins (Youth Co-Chair) came up with. He had hoped to have it entered into the by-laws at the Business Meeting. He left it in our charge as we are the Communication Committee.

Notes for the Human Rights Committee Meeting -- 1/25/10
Issues and Bills addressed:
* Ki Lynn broached the contents of the Health and Human Services committee meeting. The Health and Human Services committee focused on Rocky Mountain Health - a community based health care plan in Grand Junction; the plan has received national recognition as an example for country-wide healthcare reform.

Summary: This bill essentially upgrades the consequences of being charged with a third DUI
Current Penalties:
Jail – From 70 Days to 1 Year
Fine – From $900 to $1,500
License Suspension – 2 Years
Ignition Interlock Device Prior to License Reinstatement
License Points – 12
Public Service – From 56 to 112 Hours

Membership Notes Jan. 25
In the membership committee we discussed different ways that we were going to try and establish diversity in the council, both ethnically and educationally. We also spoke about how we would fix the glitches we encountered last year with evaluating the applications.
