COPINE Proposal for Working with the State Advisory Council for Parent Involvement in Education (SACPIE)

The Exec. Committee recommends that COPINE should pursue a strategy of having the Statewide Advisory Council for Parent Involvement in Education (SACPIE) begin as a subcommittee of COPINE and eventually become its own entity. This would mean that the current role played by the COPINE Steering Committee would be replaced by SACPIE, but the open-membership model would still be used for the subcommittees. In other words, SACPIE would become a more formalized version of the COPINE Steering Committee, but the SACPIE Committee structures would still allow anyone to participate who had interest.
The rationale for this proposal is:
• SB 90 does not provide for funding or staffing of SACPIE, and it therefore will likely need the energy of COPINE to get it launched—hence the suggestion to begin with Model 2
• Over time, and when funding and structure are in place, having COPINE blend into SACPIE will increase the profile and potential impact of COPINE by having it written into state statute, and hopefully by having it include influential members on the Council—hence the move to Model 1.
• Additionally, the process of firming up official membership, developing bylaws, and creating more explicit structure that will be required for SACPIE would benefit COPINE anyway, so it makes sense to combine them.
• Moving toward a single body will simplify the process and reduce overlapping meetings.
